In an emergency, every second counts. And when faced with an emergency, the last thing anyone wants is to be put on hold when calling 911. Now, we're getting a look at the recruitment efforts to get more dispatchers on the phone in Hennepin County.

Hennepin County Attorney Mary Moriarty says the new plan will strengthen the detention and prosecution of juveniles arrested for auto theft. It also includes more intervention for teens suspected of crimes in cases with not enough evidence to prosecute.

A 19-year-old motorcyclist was killed in a crash on Highway 62 in Hennepin County on Wednesday. 

Witnesses told police the shooting seemed unprovoked, and the teenager was “just sitting there, not even talking," right before being shot, court records said.
