St. Paul announces winter parking rules for new snow operation pilot

The City of St. Paul is working to clear up some slushy side streets, (FOX 9)
ST. PAUL, Minn. (FOX 9) - The City of St. Paul is trying a new snow removal strategy within select neighborhoods in an attempt to keep streets more accessible and safer during the winter months.

What we know:
The city will be implementing a new parking schedule for designated blocks of the Highland Park and Payne Phalen neighborhoods. Drivers will have to park on the even or odd sides of streets according to a weekly alternating schedule.
Officials say the goal of the one-sided parking is to provide better access for emergency vehicles and allow crews to plow streets throughout winter instead of just when a snow emergency is declared.

"Snow events truly require an ‘all in’ response from multiple city departments," said Sean Kershaw, St. Paul Public Works Director. "With the Mayor’s support and willingness to look at snow operations differently, these initial pilots will provide operational data and feedback from our residents about how we can do plowing differently in the future."
What are the new parking rules?

How it works:
The parking schedule begins on Sunday, Feb. 2, and runs through Saturday, April 12. Drivers within the pilot zone will have to adhere to an alternating parking schedule.
The pilot areas include:
- Highland Park neighborhood: Ford Parkway to the north, Snelling Avenue to the east, Montreal Avenue to the south, and Fairview Avenue to the west.
- Payne-Phalen neighborhood: Maryland Avenue to the north, Desoto Street to the east, Case Avenue to the south, and Mississippi Street to the west.
On "even" weeks, drivers are not allowed to park on the street with odd-numbered addresses, and vice versa for the "odd" weeks. City officials say Sundays are "changeover days" where people must move their cars to the other side of the street between 3-9 p.m.
The weekly schedule for the pilot areas includes:
- Even weeks: Feb. 2, Feb. 16, March 2, March 16, March 30
- Odd weeks: Feb. 9, Feb. 23, March 9, March 23, April 6
City officials note if a snow emergency is declared between Feb. 2-April 12, the emergency parking rules will only apply to the rest of the city, and not the pilot areas. However, cars within the pilot area could still be ticketed and towed if needed.
