St. Cloud toddler's death ruled homicide

MINNEAPOLIS (KMSP) - The Hennepin County medical examiner has ruled the September death of a St. Cloud toddler a homicide. Initial reports indicated that 22-month-old Billy Chapman was unresponsive after a fall, but an autopsy determined his death was the result of “an ischemic right cerebral infarct associated with multiple blunt force injuries.”
The boy died Sept. 1 at Children’s Hospital in Minneapolis.
"The circumstances regarding this death continue to be actively investigated by the St. Cloud Police Department Criminal Investigation Unit," police said in a statement. "Due to the active nature of this investigation no further information is available at this time. As of this date no arrests have been made."
