Kaohly Her: St. Paul businesses down 60-70% due to ICE operations

St. Paul Mayor Kaohly Her testified Wednesday at the State Capitol about the city's economic impacts after Operation Metro Surge. Her says some businesses are down 60-70 percent, they can't make rent and other measures are being taken to help small and local businesses. That includes delaying liquor license payments, and delaying city loan payments.
