Minneapolis police chief tells citizens to record video of misconduct by officers

What if there had been no video of the killing of George Floyd? Minneapolis Police Chief Medaria Arradondo said he is thankful the incident was captured on video by a citizen and that while they should not have to rely on bystander video, citizens should record video if they observe misconduct by police officers.
