Semi-truck driver flees scene of fatal crash involving motorcycle: Charges

A Pennsylvania man is charged with criminal vehicular homicide in Cass County after witnesses say he fatally struck a motorcycle rider and fled the scene of the crash.

Timothy William Arthur Hall, 33, of Emlenton, Pennsylvania, is charged with criminal vehicular homicide.

The Minnesota State Patrol said troopers responded to a report of a fatal crash on Highway 371 near the intersection with Highway 200 just before 4 p.m. on Thursday. 

Authorities then found a motorcycle with heavy damage and a deceased rider at the scene. 

The criminal complaint states witnesses told law enforcement that the semi-truck driver fled the scene after the crash. They reported that the driver of the semi intentionally swerved onto the shoulder of the road "in an attempt to block the motorcycle from passing it." Witnesses also said the semi made a quick move toward the shoulder and pushed the motorcycle into the cable barrier before running over the motorcycle rider and leaving the scene without stopping.

Law enforcement later stopped Hall in the semi and found damage on the semi that was "consistent with the crash along with what appeared to be possible human fluids/remains on the mud flap of the semi."

The semi-truck company then provided dash camera footage from the vehicle to law enforcement. 

The footage showed Hall's semi making a quick maneuver to the left to prevent the motorcycle from passing. 

When the motorcycle attempted to pass on the right shoulder, the semi made another quick move toward the cable barrier, causing the crash. 

The semi crossed over the solid white line rapidly, heading toward the shoulder where the motorcycle and the deceased driver were later found.

Investigators noted the roadway was clear of debris and there was no hazard present that would have required the swerving seen in the video.
