New Richland flooding: Biggest obstacle to prevention is funding

Flooding in the southern Minnesota town of New Richland has some residents evacuated and roads closed. It's not the first time they've had to deal with flooding, so why hasn't more been done to mitigate it? FOX 9's Soyoung Kim spoke with city leaders to find out.
