Lawsuit claims State is putting Tribal law above federal law

A lawsuit filed Tuesday targets the Commissioner of Minnesota's Department of Human Services and Scott County. It claims federal law is being violated by the state when it sends child custody cases to Indian Tribal Court without consent of both parents.
