Grand jury: Deadly force by Burnsville officers legally justified

A grand jury has concluded that Burnsville Police officers were legally justified in using deadly force at a shooting at a McDonald's parking lot in March.

The Dakota County Grand Jury concluded Burnsville Police officers Taylor Jacobs, John Mott, and Maksim Yakovlev were legally justified in shooting and killing 38-year-old Map Kong of Chaska.

On March 17, officers responded to a report of a man with a knife inside a vehicle in the McDonald's parking lot near Highway 13. When police arrived, Kong was sitting in a vehicle, "erratically bouncing around" while "aggressively waving" a large dagger-style knife.

Police attempted to subdue Kong with a Taser, but it had no effect and he ran out of the car, while carrying the knife. That's when the officers shot him.

Toxicology tests later showed Kong tested positive for amphetamine and methamphetamine.
