2nd suspect arrested in fatal Mounds Park shooting

St. Paul police confirmed they have arrested a second suspect in the fatal shooting of 18-year-old Bobby Collins at a barbeque in Indian Mounds Park on Sunday.

Police responded to a “chaotic scene” with as many as 300 people gathered near Earl Street and Mounds Boulevard at 7:30 p.m. Upon arrival, they found Collins with apparent gunshot wounds. He was pronounced dead at the scene. A second victim was treated at Regions Hospital and released.

Two people have been arrested in connection with the shooting. Police arrested 24-year-old Prince Kavanaugh of Minneapolis on Monday and confirmed the arrest of a second suspect on Tuesday. The identity of the second suspect has not yet been released.  

The incident was one of nine shootings in St. Paul in four days, including two fatal shootings. The St. Paul Police Department is increasing patrols in the neighborhoods where the violence has occurred.

Mayor Chris Coleman addressed the spike in gun violence in his State of the City speech Tuesday. Coleman says the city needs to increase its efforts to prevent this kind of violence. He announced an impromptu Safe Summer Nights event in at Mounds Park Thursday from 5 to 7 p.m.
