Hennepin County Sheriff Rich Stanek spent the day in Washington, D.C., testifying in front of a White House task force on policing in the 21st Century.
Stanek said the recent turmoil in Ferguson, Missouri and elsewhere has shown that there's "deep distrust" between law enforcement and some members of the community, but it's possible to bridge that divide.
"To overcome that issue of trust -- I trust you, you trust me -- local law enforcement needs to be reflective of the community they serve," Stanek said. "They need to understand and take the recommendations of the community, but at the end of the day local law enforcement doesn't make laws - they're not public policy makers."
The task force will make recommendations to President Obama by March 2.
