New Brighton newlywed shot, killed after dragging Lino Lakes police officer on I-694

Sam Holmes, 31, was all smiles on his wedding day this past January. Neighbor Carla Torgerson and her boyfriend Deron Roberson attended the wedding and live in the same New Brighton condominium complex as the newlyweds, and said they were great people, and great neighbors. That's why they find what happened on Friday night so troubling.

Holmes was shot and killed by police in Fridley, Minn. late Friday night after dragging a Lino Lake police officer along the freeway. The incident happened on Interstate 694 around 11 p.m. 

Authorities said Lino Lakes police Sgt. William Owens stopped Holmes along I-694 in Fridley for speeding. He had outstanding warrants and was suspected of driving under the influence. A struggle ensued after Holmes got out of his vehicle, and the officer tried to subdue him with a Taser. Holmes then got back into his vehicle and drove off with Sgt. Owens holding on. The officer was dragged for some distance on the freeway before he shot and struck Holmes, and then fell onto the interstate.

Holmes' vehicle left the road, drove through a fence and eventually came to a stop in the parking lot of Cub Foods off University Avenue and 57th Avenue Northeast. He was pronounced dead at the scene.

Sgt.Owens was working as part of a DWI saturation detail stopped the vehicle for speeding on westbound I-694 at University Avenue in Fridley. He was treated and released from the hospital and place on standard administrative leave. The incident remains under investigation by the Minnesota Bureau of Criminal Apprehension.
